Our mission is to serve alongside Hope Partners International, supporting their work to reach children and families in need through the hope of Christ.

Through this partnership, we are part of a greater vision to see lives transformed and communities strengthened. As we serve, we are committed to growing in our calling and faithfully stewarding the opportunities God places before us.

In Babadag, we are serving at a local Hope Center that runs a weekday, faith-based after-school program where children receive a meal, participate in worship and prayer, receive help with schoolwork, and spend time playing together in a safe environment. Being present each day allows us to build meaningful relationships with the children and support the ongoing work taking place at the center.

In addition to this, our church gathers every Sunday and hosts weekly ministries including a teenage boys group, a women’s group, and prayer nights for the community. As the new Hope Center nears completion, we are preparing for the growth it will bring and look forward to serving even more children and families in the years ahead.

Our Mission

Who we are

We are Octavian and Celeste Pavlov. From the beginning of our relationship, we were united by a shared passion to serve others and a deep calling to devote our lives to ministry.

Octavian was raised in Babadag, Romania, in a family that helped establish a local church and nonprofit serving the underserved Roma community. Today, he leads worship, disciples young men through a dedicated teenage boys’ Bible study, oversees the financial and administrative operations of the organization, and has been actively leading the construction of the new ministry center. His heart is to see both strong spiritual growth and strong foundations that will serve future generations.

Celeste is originally from Florida, where she grew up serving in her local church and managing children’s programs—an experience that first fueled her passion for missions and ministry leadership. She later began serving in Romania through mission trips and quickly fell in love with the work in Babadag. With a background in business management and ongoing studies in Nonprofit Management, she now helps strengthen the ministry through administration, organization, and long-term planning.

Together, we invest deeply in the children of the community, who continually inspire us to work toward a stronger, healthier future for them. We also guide and host visiting mission teams, helping churches serve effectively while building lasting partnerships.

Now married and living together in Romania, we have chosen to fully pursue a life and calling in the mission field, serving wherever the Lord leads us. While this work requires sacrifice, humility, and perseverance, it is a privilege we do not take lightly. We are deeply grateful for God’s faithfulness and for the supporters who make it possible for us to continue serving and building in this way.
